Strengthening Regional Security: ASEANAPOL and KNPA Forge Deeper Strategic Alliance

On 28 April 2025, the ASEANAPOL Secretariat had the honour of receiving a high-level delegation from the Korean National Police Agency (KNPA) at its headquarters in Kuala Lumpur. The delegation was led by Police Superintendent General Lee Jun Hyeong, Director General of the International Cooperation Bureau and Head of NCB Seoul, and included Mr. Jeong Beom Seok, Deputy Director of NCB Seoul; Ms. Kim Min Jung, International Coordination Officer; and Ms. Yang Yun Jeong, Police Analyst.
This engagement underscored the shared commitment of ASEANAPOL and one of its valued dialogue partners to strengthening regional security and combating transnational organized crime.
The KNPA delegation was warmly welcomed by Police Senior Lieutenant Colonel Nguyen Huu Ngoc, Director for Plans; Superintendent Siva Perghasum Shanmugam, Head of Administrative and Technical Staff; Deputy Superintendent Suresh Subramaniam, Plans and Programmes Officer I; and Deputy Superintendent Abdul Hamid Abdul Hashim, Police Services Officer I—under the guidance of Executive Director Police Colonel David Martinez Vinluan.
During the discussions, Sr. Lt. Col. Ngoc presented an overview of ASEANAPOL’s strategic priorities, highlighting initiatives to enhance frontline policing capabilities, facilitate coordinated joint operations, and address emerging threats in the region. These include combating scam syndicates linked to human trafficking and forced criminality, preventing the spread of Child Sexual Abuse Material (CSAM) online, and countering illicit drug trafficking and wildlife crime.
Reaffirming the importance of a unified regional approach, Sr. Lt. Col. Ngoc emphasized the value of deepened collaboration with the KNPA, supported by the Embassy of the Republic of Korea in Malaysia. He stressed that by synergizing resources and expertise, ASEANAPOL and KNPA can better protect communities across Southeast Asia and the broader Asia-Pacific region.
Superintendent General Lee Jun Hyeong, on behalf of the KNPA, conveyed appreciation for ASEANAPOL’s continued efforts in regional policing cooperation. He reaffirmed KNPA’s commitment to advancing this partnership through proposed joint initiatives, including the signing of a Memorandum of Understanding (MoU) with ASEANAPOL focused on combating illicit drug trafficking and the distribution of CSAM. He also welcomed the idea of KNPA’s participation in a future international conference with regional partners and positively acknowledged the Secretariat’s proposal for a study visit to Korea’s National Anti-Scam Center, pledging to relay it to the KNPA Commissioner General upon receipt of a formal request.
Sr. Lt. Col. Ngoc also conveyed the warm greetings of the Executive Director and expressed sincere gratitude to the KNPA for its sustained support, including kind invitations to the International Symposium on Cybercrime Response (ISCR) 2025 in August and the International Police Summit in October 2025.
This visit marked a significant milestone in reinforcing the enduring partnership between ASEANAPOL and the Korean National Police Agency—an alliance grounded in trust, shared values, and collective action against transnational crime.
