Collaborative Efforts Against CSAM: KNPA's ASIAN Hotline Initiative

On April 24, 2024, David Martinez Vinluan, the Executive Director of ASEANAPOL, along with several key figures including Police Senior Lt. Col. Nguyen Huu Ngoc, DSP Chan Yew Hiok, and ASP Engku Nurul Aini, convened virtually with Inspector Narae Kang from the Cyber Crime Investigation Section of the Korean National Police Agency (KNPA).

During the meeting, Inspector Narae Kang shed light on KNPA's initiative to establish an "ASIAN Hotline," an International Response platform serving as a specialized tracking system for investigations, currently exclusive to Korea. This platform is primarily focused on eradicating child sexual abuse material (CSAM), showcasing KNPA's commitment to combating such heinous crimes. As part of this endeavor, KNPA is slated to host a conference in May 2024.

Inspector Narae Kang's presentation highlighted the development of a 'Tracking System' by the Korean police in 2016. This cutting-edge system employs advanced algorithms to automatically identify identical videos distributed on the Internet, utilizing video DNA and hash values. Furthermore, the system has the capability to recognize victims' faces, facilitating the identification of victims, thereby enhancing investigative efforts.
Moreover, KNPA's collaboration extends to various agencies, including the U.S. National Center for Missing & Exploited Children (NCMEC), leveraging their interconnected police systems to streamline the sharing of hash values for the prompt removal of CSAM content.
Expressing a keen interest in fostering dialogue and cooperation, KNPA seeks to convene a meeting to delve deeper into the evolving trends of CSAM across different countries. The envisioned event, scheduled for May 2024, necessitates active support from the ASEANAPOL Secretariat.

The Secretariat has affirmed its willingness to provide assistance to KNPA's proposal. According to established collaborative protocols, KNPA is required to meticulously prepare concept notes delineating its proposal. Upon completion of this preparatory phase, the notes will undergo scrutiny and approval by the Chief of ASEAN National Police. The Secretariat reiterates its steadfast commitment to working alongside KNPA, ensuring the seamless execution of all requisite steps for successful collaboration.
