Collaboration Between ASEANAPOL Secretariat and Moody on Implementing AI in Policing

On July 24, 2024, the ASEANAPOL Secretariat met with representatives from Moody's for a follow-up meeting. The attendees from Moody's included Mr. Roy Chan, Head of Corporate and Government ASEAN; Mr. Dominic Wong, Data, Intelligence & Investigation Specialist, Public Sector ASEAN; Mr. Kelvin Lim, Director, Head of Defence, Intelligence & Law Enforcement Asia Pacific & Middle East; and Mr. James Thoh, Associate Director ASEAN.
The meeting addressed mutual concerns, focusing on Moody's open-source intelligence (OSINT) capabilities and their GRID database, which serves as a screening and risk monitoring platform. This platform can potentially identify individuals and companies, establishing connections across borders that may be linked to suspicious activities. These capabilities are part of Moody's investigation tools, which offer extensive data collection and analytical features. These tools not only aid business and financial leaders in making business decisions but also assist law enforcement in mapping and analysing potential suspicious connections.
Discussions also covered the possibility of integrating trusted information sources with analytical tools to produce comprehensive reports. These reports could help establish crime situations, identify emerging crime trends, and address law enforcement gaps in the region, thereby enhancing measures to tackle emerging crimes in the ASEAN region efficiently.
The Moody's delegation was warmly welcomed by the Secretariat, led by Assistant Commissioner of Police Dr. Bakri Zainal Abidin, Director for Police Services, and Police Senior Lieutenant Colonel Nguyen Huu Ngoc, Director for Plans and Programs. Also present from the Secretariat were Deputy Superintendent of Police Suresh Subramaniam, Assistant Superintendent of Police Engku Nurul Aini Engku Malik, and Assistant Superintendent of Police Nithia Perumal.
This visit marked a significant step for the ASEANAPOL Secretariat in expanding its partnership with public-private partnerships (PPP) and towards implementing groundbreaking AI technologies in policing.
