ASEANAPOL Secretariat's Participation in the First Global Fraud Meeting in Tokyo, Japan

On 10-11 September 2024, the ASEANAPOL Secretariat, represented by Police Senior Lieutenant Colonel Nguyen Huu Ngoc, Director for Plans and Programmes, and under the supervision of Executive Director Police Colonel David Martinez Vinluan, participated in the inaugural Global Fraud Meeting (GFM) held in Tokyo. This event, hosted by the National Police Agency (NPA) of Japan, included a special joint session with INTERPOL’s Rescue Operation Meeting.
The meeting brought together 40 international representatives from various countries and organizations, including the Royal Brunei Police Force (RBPF), Cambodia National Police (CNP), Indonesian National Police (INP), Philippine National Police (PNP), Singapore Police Force (SPF), Royal Thai Police (RTP), Vietnam People’s Police Force (VPF), as well as delegates from Nigeria, Fiji, the United States, United Kingdom, Italy, Germany, Australia, New Zealand, INTERPOL, UNODC, and ASEANAPOL. Additionally, 35 delegates from various departments of Japan's NPA also participated.
The Global Fraud Meeting provided a valuable platform for knowledge exchange, best practice sharing, and strengthening international law enforcement networks. The discussions centered on emerging threats and countermeasures against cyber scams, addressing both national and regional levels.
During the meeting, Police Senior Lt. Col. Nguyen Huu Ngoc presented on behalf of the ASEANAPOL Secretariat, providing an overview of the cyber scam situation in the ASEAN region. His presentation emphasized the collaborative efforts of ASEAN member countries in combating cyber scams and highlighted the ongoing challenges faced by law enforcement agencies. He outlined future initiatives of the Secretariat, including replicating successful Anti-Scam Centers across ASEAN member states, establishing a regional database of cyber scam offenders, and enhancing capacity-building and training programs for law enforcement officers throughout ASEAN.
The ASEANAPOL Secretariat expressed its appreciation for the opportunity to contribute to this global effort against fraud. The insights gained from the meeting are expected to enhance the region's collective response to this growing threat.
As a key Dialogue Partner of ASEANAPOL, the NPA of Japan plays a critical role in these collaborative initiatives. The ASEANAPOL Secretariat looks forward to continued cooperation with the NPA of Japan and other stakeholders. Planned areas of collaboration include developing concept notes, conducting joint operations, coordinating cases, and creating training programs to strengthen policing capabilities. These efforts aim to benefit both ASEANAPOL and its partners in combating cyber fraud and ensuring the safety of cyberspace.
