From January 13 to January 17, 2025, the United Kingdom’s National Crime Agency (UK NCA), in collaboration with ASEANAPOL, organized a workshop on Trafficking in Persons and Best Practice Victim Engagement at the Jakarta Centre for Law Enforcement Cooperation (JCLEC) in Semarang City, Central Java, Indonesia. The UK NCA, an esteemed Dialogue Partner of ASEANAPOL since
2019, was represented by Mr. Mark Brookes, the Regional Manager – Asia Pacific, UK NCA.
This significant program was attended by 37 participants, including police officers from ASEANAPOL member countries: 4 from the Cambodia National Police (CNP), 4 from the Indonesia National Police (INP), 4 from the Lao Police Force (LPF), 3 from the Royal Malaysia Police (RMP), 4 from the Myanmar Police Force (MPF), 4 from the Philippine National Police (PNP), 2 from the Singapore Police Force (SPF), 4 from the Royal Thai Police (RTP), and 4 from the Ministry of Public Security of Vietnam. Representatives from the ASEANAPOL Secretariat also participated, including Police Senior Lieutenant Colonel Nguyen Huu Ngoc, Director for Plans and Programmes; Superintendent Siva Pergahsum Shanmugam, Head of Administrative and Technical Staff; Deputy Superintendent of Police Abdul Hamid bin Abdul Hashim; and Assistant Superintendent of Police Engku Nurul 'Aini Engku Malek.
The workshop was delivered by two UK experts from the National Crime Agency's Modern Slavery & Human Trafficking Unit (MSHTU). The program aimed to enhance the knowledge of ASEANAPOL member countries in addressing trafficking in persons and implementing best practices for victim engagement. It featured various lectures by National Tactical Advisor Threat Leadership Command, Madam Helen Gordos, and Madam Victoria Wilde. Feedback from participants indicated that the program was well-received, with many topics generating significant interest and fostering interaction among attendees. Overall, the workshop successfully achieved its objectives of broadening understanding and improving policing capabilities against transnational crimes, particularly in the context of trafficking in persons and victim engagement strategies.
