Strengthening Regional Cooperation Against Transnational Crime: ASEANAPOL's Participation in the Debriefing Meeting for Operation Seagull

From January 20 to 23, 2025, the Lancang-Mekong Integrated Law Enforcement and Security Cooperation Center (LMLECC) convened a debriefing meeting in Kunming, China, with participation from law enforcement agencies of the six Lancang-Mekong countries—China, Myanmar, Cambodia, Laos, Thailand, and Vietnam—as well as the United Nations Office on Drugs and Crime (UNODC). The ASEANAPOL Secretariat was represented by DSP Suresh Subramaniam and ASP Engku Nurul 'Aini Engku Malek under the supervision of Executive Director David Martinez Vinluan.
The meeting reviewed Operation Seagull (Aug–Dec 2024), which resulted in: 160 telecom fraud operations dismantled; 70,000+ suspects arrested; and 160 victims rescued.
Officials acknowledged the growing threat of telecommunications fraud and human trafficking, particularly in areas with weak state control, and reaffirmed their commitment to strengthening cross-border collaboration. Plans for Operation Seagull Phase II (2025) were outlined, emphasizing intelligence-sharing, victim protection, and sustained law enforcement actions.
Recognizing the shared mission of ASEANAPOL and LMLECC, the ASEANAPOL Secretariat expressed its intent to enhance cooperation through joint training and strategic engagement to combat transnational crime. The meeting reaffirmed that regional security is best ensured through coordinated, long-term efforts among all stakeholders.
