On February 6, 2025, the ASEANAPOL Secretariat, under the leadership of Executive Director Police Colonel David Martinez Vinluan, convened its second coordinating meeting with the Indonesia National Police (INP) to discuss preparations for the highly anticipated ASEANAPOL +7 Forum on Mutual Assistance in Criminal Matters. The
meeting, held virtually, focused on finalizing key arrangements for the forum, which is set to take place in Bali, Indonesia, from April 29 to May 1, 2025. Initiated by the Indonesia National Police, this forum aims to enhance regional cooperation in addressing transnational crime, a priority concern for ASEANAPOL and its partners.
The Indonesia National Police will serve as the host, working in collaboration with the ASEANAPOL Secretariat and the United Arab Emirates (UAE) authorities. The plan outlined during the meeting included extending invitations to the Heads of the International Relations Branch and the Heads of NCB INTERPOL from all 10 ASEANAPOL Member Countries, alongside representatives from ASEANAPOL’s “Plus Seven” international police organizations, which include: Australian Federal Police; Japan Police Agency; Korean National Police Agency; China’s Ministry of Public Security (MPS); UAE Police; Polícia Nacional Timor-Leste; and Papua New Guinea Police.
Additionally, the Indonesia National Police plans to invite a Subject-Matter Expert from INTERPOL, as well as extend an invitation to the President of INTERPOL, further reinforcing the forum’s high-level engagement and expertise in international law enforcement cooperation.
At the heart of the discussions was the commitment to strengthening mechanisms for Mutual Assistance in Criminal Matters (MACM)—an essential tool in combating transnational threats such as drug trafficking, cybercrime, and human trafficking. As criminal activities continue to transcend borders, the forum presents a crucial opportunity for law enforcement agencies to exchange best practices, develop effective strategies, and reinforce international partnerships to tackle these growing challenges.
The meeting also brought together key representatives from both the ASEANAPOL Secretariat and the Indonesia National Police. Representing the ASEANAPOL Secretariat were: Senior Superintendent Huntal Tambunan, Director of Police Services; Senior Lieutenant Colonel HYUGEN Huu Ngoc, Director of Planning and Programs; Superintendent Siva Perghasum Shanmugam, Head of Administration, Technologies, and Staff (HATS); Deputy Superintendent Abdul Hamid Abdul Hashim, Police Services Officer I; and Assistant Superintendent Nithia Perumal, Police Services Officer II.
The Indonesia National Police delegation included: Police Senior Superintendent Wino Sumarno; Police Senior Superintendent Fibri Karpiananto; Police Senior Superintendent Dhany Aryanda; Police Superintendent Tony Priyanto; Police Assistant Superintendent Dwi Satya Arian; Police Senior Inspector Evani Pertika Raharjo; and Police First Inspector Muhammad Aulia Abdillah.
This coordination meeting marked a significant milestone in the lead-up to the ASEANAPOL +7 Forum. With a clear roadmap, strong commitment, and high-level participation, the forum is set to foster deeper regional collaboration, intelligence-sharing, and joint efforts in crime prevention and law enforcement. As ASEANAPOL and its partners continue to strengthen ties, this initiative represents another step toward a more secure and resilient region.
