From February 25 to 26, 2025, the Lancang-Mekong Integrated Law Enforcement and Security Cooperation Center (LMLECC) convened the 2nd Roundtable Meeting on Crime Situation in Kunming, Yunnan Province, China. The meeting brought together representatives from the Ministry of Public Security of China, law enforcement agencies of the six Lancang-Mekong
countries—China, Myanmar, Cambodia, Laos, Thailand, and Vietnam—as well as the United Nations Office on Drugs and Crime (UNODC), INTERPOL, and ASEANAPOL. The ASEANAPOL Secretariat was represented by Senior Lieutenant Colonel Nguyen Huu Ngoc, Director for Plans and Programmes, and Deputy Superintendent of Police Suresh Subramaniam, under the supervision of Executive Director David Martinez Vinluan.
The meeting aimed to implement key agreements reached at the Fourth Lancang-Mekong Cooperation Leaders’ Meeting, the Ninth Foreign Ministers’ Meeting on the Lancang-Mekong Cooperation, and the Five-Year Action Plan for the Lancang-Mekong Cooperation (2023-2027). It also sought to advance commitments outlined in the Joint Statement on Strengthening Cooperation in Combating Transboundary Crimes under the Lancang-Mekong Cooperation Framework and the LMC Senior Officials’ Meeting on Law Enforcement and Security Cooperation.
Participants engaged in in-depth analyses and discussions on transnational crime issues, including telecom fraud, drug-related offenses, and emerging crimes. They acknowledged LMLECC’s significant role as a law enforcement cooperation platform for the six Lancang-Mekong countries and recognized the positive outcomes achieved through the Roundtable Meeting in combating transnational crime. The meeting underscored that the current transnational crime situation in the region remains severe and complex, particularly with the widespread prevalence of telecom fraud, which is closely linked to other crimes such as online gambling, human trafficking, and money laundering.
To address these challenges, LMLECC organized representatives from the law enforcement agencies of the six countries to jointly launch and implement the Joint Operation “Safe Lancang-Mekong 2025”.
Recognizing the shared mission of ASEANAPOL and LMLECC, the ASEANAPOL Secretariat expressed its intent to enhance cooperation through joint training and strategic engagement to combat transnational crime. ASEANAPOL’s mission and vision align well with LMLECC, and it firmly believes that such a partnership will better address transnational crime within the region and beyond.
