The ASEANAPOL Secretariat actively participated in the online training course titled "Fundamentals of Profiling: Using the Method of Identifying Persons Engaged in Criminal Activities," held from February 17 to 27, 2025, at Saint Petersburg University of the Ministry of Internal Affairs of Russia. The training was attended by 50 officers from ASEAN National Police Forces and covered critical topics related to criminal profiling methodologies.
The training program included ten key topics: profiling as a method of identifying criminal intentions, psychology of offender personalities, psychiatric profiling, ethnopsychology characteristics, psychology of terrorist personalities, visual diagnostics of potentially dangerous persons, communication in identifying threats, mental self-regulation techniques for law enforcement officers, and psychological portraiture for crime analysis and prediction. These subjects equipped participants with essential skills for analysing behavioural patterns and profiling individuals involved in criminal activities.
Representing the ASEANAPOL Secretariat in this training were Executive Director David Martinez Vinluan; Director of Police Services, Senior Superintendent Huntal Tambunan; Senior Lieutenant Colonel Nguyen Huu Ngoc, Director for Plans and Programmes; Head of Administration, Technologies, and Staff (HATS), Superintendent Police Siva Perghasum Shanmugam; Deputy Superintendent – Police Services Officer I, Abdul Hamid Abdul Hashim; Assistant Superintendent Engku Nurul 'Aini Engku Malek, ASP for Plans and Programmes; and Assistant Superintendent – Police Services Officer II, Nithia Perumal.
The Ministry of Internal Affairs of the Russian Federation has been a Dialogue Partner of ASEANAPOL since 2014, actively contributing to the capacity-building and training of ASEAN police personnel in combating transnational crime threats. During the closing ceremony on February 27, 2025, the Executive Director of the ASEANAPOL Secretariat expressed appreciation to the Ministry of Internal Affairs of Russia, its distinguished speakers, and their translators for facilitating the training. He encouraged all participants to apply and disseminate the knowledge acquired. Furthermore, the ASEANAPOL Secretariat welcomed Russia’s commitment to enhancing police cooperation and reaffirmed its dedication to supporting capacity-building initiatives to ensure global security and combat crime effectively.
