On February 19, 2025, the INTERPOL General Secretariat’s Strategic Partnerships and Planning Division (EDPP) convened the first meeting of the Dialogue Working Group on Strategic Aspects of the Global Policing Architecture. The ASEANAPOL Secretariat was represented by Snr. Supt. of Police Huntal Tambunan, Director for Police Services, and ASP Engku Nurul ‘Aini Engku Malek, Plans and Programmes Officer II, under the supervision of Executive Director David Martinez Vinluan. The meeting, chaired by INTERPOL, included representatives from AFRIPOL, AIMC, AMERIPOL, EUROPOL, FRONTEX, GCCPOL, ECO, UNODC (as an observer), and other regional law enforcement entities.
The meeting focused on strategies for enhancing global policing cooperation, reaffirming commitment to the 2023 Abu Dhabi Joint Declaration and previous Dialogue outcomes. Participants discussed best practices for integrating diversity, equality, and inclusion into law enforcement structures, ranging from bottom-up to top-down approaches. The Eighth Edition of the INTERPOL Dialogue, co-hosted by INTERPOL and CARICOM IMPACS in October 2024, was also highlighted as a key milestone in fostering multilateral policing collaboration.
Dialogue members endorsed a structured approach to enhancing cooperation through three enablers: (i) Strategic Threat Analysis, (ii) Joint Key Operational Activities, and (iii) the INTERPOL Platform of Regional and International Organizations’ Liaison Officers. These initiatives aim to strengthen information sharing, coordination, and alignment of strategic priorities in tackling transnational security threats. The Working Group was tasked with gradually implementing these enablers while considering each organization’s governance, legal frameworks, and resources.
A significant portion of discussions centered on improving global data-sharing mechanisms. The report, “Advancing Towards a Global Operating Model for Sharing Data,” outlined existing communication challenges and proposed a framework for more effective information exchange. Dialogue members emphasized the importance of balancing technological advancements with legal considerations while fostering seamless collaboration among law enforcement agencies worldwide.
Looking ahead, Dialogue members agreed to continue refining information exchange models and advancing the establishment of the INTERPOL Platform of Liaison Officers at its General Secretariat in Lyon, France. This initiative aims to strengthen multilateral police cooperation and support the collective implementation of the Global Policing Goals (GPGs) in alignment with the UN Sustainable Development Goals (SDGs). All recommendations and insights from this meeting will be reviewed by INTERPOL’s EDPP to inform the next edition of the Dialogue.
