Zamboanga City, Philippines – Police Colonel David Martinez Vinluan, the 8th Executive Director of the ASEAN Chiefs of National Police (ASEANAPOL) Secretariat, and Mr. Berlie Yap, a leading advocate of the Bless Our Cops (BOC) Movement, were featured guests on Radio Mindanao Network (RMN) Zamboanga and e-Media Production Network Inc. on March 29, 2025. Their joint appearance marked a key initiative aimed at raising awareness about ASEANAPOL’s regional mission and supporting the moral and spiritual renewal of police officers and their families.
Executive Director Vinluan, a proud Zamboangueño and the first Filipino to lead the ASEANAPOL Secretariat, brings great pride to his city and country. His historic appointment signifies a milestone for Philippine law enforcement and highlights the Philippines’ growing role in shaping regional security cooperation.
Zamboanga City, known for its rich cultural heritage and strategic economic importance, also serves as a frontline city for regional security. Its proximity to international waters and porous maritime borders has made it vulnerable as a “backdoor entry and exit point” often exploited by traffickers and transnational criminal groups targeting neighbouring ASEAN countries.
The region also faces persistent threats from terrorist organizations linked to local secessionist movements and foreign extremist networks operating in the Middle East and Africa. These dynamic and complex threats demand enhanced coordination, intelligence-sharing, and mutual support among local, national, and regional law enforcement agencies.
During the media engagements, Executive Director Vinluan introduced ASEANAPOL to the public, outlining its mission to strengthen cooperation among Southeast Asia’s police forces. He highlighted ASEANAPOL’s commitment to building a safer and more secure ASEAN community through joint action against transnational crimes such as drug trafficking, human trafficking, terrorism, cybercrime, and other cross-border threats. He further emphasized the organization’s alignment with international security objectives and its dedication to peace, justice, and strategic partnerships.
In light of local security concerns, the ASEANAPOL Secretariat reiterated the importance of strong collaboration with local law enforcement units—including the Zamboanga City Police Office and Police Regional Office 9. Strengthening these relationships is vital to effectively combating crime and ensuring regional stability.
Mr. Berlie Yap, representing the BOC Movement, shared the organization’s continuing commitment to supporting uniformed personnel through values formation, counselling, prayer support, and family-centered programs. These initiatives are designed to promote emotional resilience and well-being among police officers, especially those operating in high-stress areas like Zamboanga City. The movement’s advocacy complements broader national efforts to promote police reform, community healing, and holistic development within the law enforcement sector.
Together, Executive Director Vinluan and Mr. Yap reaffirmed a shared vision for a principled, professional, and people-centered police force—equipped to meet today’s complex security challenges while fostering hope, unity, and moral leadership within the community.
