On 27 March, the ASEANAPOL Secretariat paid a courtesy call on Police Colonel Fidel Fortaleza, the newly appointed City Director of the Zamboanga City Police Office (ZCPO), and Police Colonel Narciso Paragas, the Chief Regional Directorial Staff of Police Regional Office 9 (PRO9) of the Philippine National Police, to express its full support for their leadership and shared commitment to advancing public safety and regional security.
Zamboanga City, celebrated for its rich cultural diversity and strategic economic role in the southern Philippines, stands at the frontline of regional security concerns. Its geographical proximity to international waters and porous maritime borders has made it a critical route—often exploited as a “backdoor entry and exit point” to and from the Philippines by traffickers and other transnational criminal groups targeting neighbouring ASEAN countries.
The region also faces serious security threats from terrorist groups affiliated with local secessionist movements in southern Mindanao, some of which have been linked to foreign terrorist organizations operating in the Middle East and Africa. These evolving threats amplify the need for greater coordination, intelligence-sharing, and mutual support among law enforcement stakeholders.
Recognizing these challenges, the ASEANAPOL Secretariat underscores the importance of cultivating strong networking and collaborative partnerships with key local law enforcement units such as the Zamboanga City Police Office and Police Regional Office 9. Strengthening these ties is essential in effectively countering transnational crimes—including human trafficking, drug smuggling, and terrorism—and promoting long-term regional stability.
As part of his visit, ASEANAPOL Secretariat Executive Director Vinluan, led a series of strategic engagements aimed at raising awareness of ASEANAPOL’s mission, amplifying its regional initiatives, and reaffirming its support for local police forces. The Secretariat remains committed to empowering its partners on the ground and advancing multilateral cooperation to ensure a safer, more secure, and resilient ASEAN region.
