ASEANAPOL Strengthens Leadership Capabilities at JCLEC
23 October 2026
From 12 to 23 October 2026, the ASEANAPOL Secretariat participated in the Executive Leadership Programme and the Two-Week International Leadership Development Course at the Jakarta Centre for Law Enforcement Cooperation (JCLEC), Indonesia, alongside law enforcement officers from Cambodia, Indonesia, Malaysia, the Philippines, Singapore, Thailand and Timor-Leste.
Representing the Secretariat were DSP Abdul Hamid Abdul Hashim and DSP Khairol Izham Md Noh.
The programme covered adaptive leadership, ethical decision-making, crisis management and inter-agency cooperation. Two key leadership principles stood out:
• Human-centred leadership: Building trust, leading by example and safeguarding personnel well-being while achieving operational goals.
• “Speak Last”: Listening before making decisions to encourage diverse perspectives, mutual respect and informed decision-making.
The programme also fostered professional relationships and cultural understanding, laying the foundation for future cross-border cooperation.
Effective leadership is not only about accomplishing the mission, but also about taking care of the people who make it possible.
